SB823.  Sounds like The Secretary of Technology’s commitment 5 years ago to 
help WISPs gain favorable rates on police towers and dark fiber along state 
roads (leased by a WISP) won’t be happening now.

If “wireless”  includes cellular Internet then it sounds like the cell 
companies and cell tower owners will get slammed with added fees if the 
structure sits in a ROW.

So much for reducing barriers.

Was this written by the cable industry again?
