All,

I'm putting in place a basic tracking system so we're all able to
communicate about who's working on what.  Essentially, it fills the gap
between having an idea or requirement, and submitting a pull-request.
It also gives us a place to collaborate on future requirements, so that
we may collaborate and help eachother meet them when possible.

If/Until we find an alternative, the index for these items is currently
hosted on this publicly editable wiki page:

https://github.com/autotest/virt-test/wiki/Virt-Test-TODO

However, content and discussion will still take place within issues.
The reason for the wiki page is because github permissions do not give
everybody the right to assign and categorize issues.  Therefor the wiki
page gives us an index of who is working on what, and a view into
different groups needs.

The workflow is super easy:

1) Create an issue: https://github.com/autotest/virt-test/issues/new
Give short summary, but long description of what's needed, along with
links to repositories or other issues to help others see what you're
working on.

2) Open the wiki page, copy the item-format line or example line under
instructions section.  After you copy the line, hit the edit button.
Paste in the item-format line near your other items in the list.


3) Update the line with your github name, issue #, summary, and link.
Press the the preview button, make sure it looks okay.  Press the save
button.


4) Hack away at your code until it's complete enough for a pull-request,
then close your issue and remove the line from the Wiki.


As always, please shoot any questions or concerns my way, or if your
feeling particularly upset, forget the questions and just shoot me :D

MAINTAINERS: I need you help policing the wiki page and the issues.
When it crosses your mind, pick one of the items below and take a quick
peek.  If it takes more than 1-3 minutes, you're doing too much :D

1) Make sure the item formatting is correct, github-name, issue number,
and link are correct and working.

2) Issues with pull requests should be closed and removed from wiki page.

3) Any issue older than a year w/o activity should be closed and removed
from the wiki.

N/B: I'll take ultimate responsibility for the wiki, in case there are
any major problems.  I just need minor help with the minor items above.
