This is the first I've heard of it.  TurboVNC has thousands of users
banging on it in corporations and academia, so you'd think this issue
would have surfaced before now if it were common.

TurboVNC's version of vncserver isn't doing anything substantially
different from the equivalent script in RealVNC, TigerVNC, etc. in terms
of picking the display number.
