Ok

Got it working, thanks DRC.  Painfully removed Unity and lightdm, and
installed gdm and gnome-shell.  For some silly reason I still needed
unity-2d and that installed unity-2d-panel - both which underlying xorg is
relying on.  Without them I got login errors logged in ~/.xsession-errors.

Its possible I could have just left everything and installed gdm package
only - its install config screen comes up to choose between lightdm and
gdm.  I need more time to deduce if this is all thats necessary and
everything else can coexist.

But the above plus the xorg.conf changes enables the headless setup in
Ubuntu. Yay!

In addition of course had to re-run vglserver-config after all the changes
and that fixed the permissions.
