With VirtualGL you're not outputting anything to the screen. Therefore, 
the notion of VSync ceases to exist by itself.

Perhaps you can get the OpenGL app to synchronize to the VSync of the 
output of the GPU that you're not using anyway... but I don't see the 
point. What you're trying to do is to get your OpenGL application to 
limit its framerate, this has nothing to do with VSync. VSync just 
happens to limit the framerate but that's not what it is about.
