You should use the multi-threaded variant of the RDF_LOAD_RDFXML function for
uploading multiple such files as detailed at:
http://docs.openlinksw.com/virtuoso/fn_rdf_load_rdfxml_mt.html
BTW, the tiny URL you gave below gives the following URL
"http://134.117.108.161/tmp/3FWO.rdf.gz"; which gives a connection time out
error for me ...
