Actually it is not quite true. P2P lines may as well release the datalink connection (bring the D channel down) to be able to deactivate the layer 1. This is done by the telco in order to save some power by not powering idle lines. Some telco (most?) WILL try to release the DLC and deactivate the layer 1 on both P2P and P2MP lines.
