The server is a dedicated server windows 2003, when I say locally yes
only from the server and I dont know if it works from some other
computer in LAN connection.

The server is accessible from anywhere using the IP address, it has a
IIS running with few websites hosted in it. The svn works from the
server using
http://216.10.247.227:81/svn/ url, but does not work from outside the
server with the same URL.

The server has a proper static IP address registered.
I dont think there is any fire wall in the server. is there a quick
test I can do to test it?
