Ok, first of all check the Windows Firewall:

Start -> Control Panel -> Windows Firewall

Go to the Exceptions tab, click the Add Port button and enter
"VisualSVN Server" for the name and "81" for the port number, then
click OK twice.

Next, go to another machine on the local network and verify that you
can access the server by browsing to http://216.10.247.227:81/svn/

If that goes okay, you can then test accessing the repository from a
remote computer using the same URL.
