thanks for the help & link.

With the windows account I get the following event log entry for every
login try:

user xx\\yy: authentication failure for "/svn/test/branches": Password
Mismatch
[client 127.0.0.1]

After multiple tries the account is locked and I get this entries for
every try:
#1
user xx\\yy: authentication failure for "/svn/test": Password Mismatch
[client 127.0.0.1]

#2
user xx\\yy: (OS 1909) The referenced account is currently locked out
and may not be logged on to.
[client 127.0.0.1]

But the password is correct.
While testing I saw that this issue only appears with some special
characters in the password.
If it contains e.g. ^,° or § the login fails.

Is this a problem of TortoiseSVN or VirtualSVN?
