There was a post in 2008 a that asked the same question and ended up with 
an answer via URL below:

However, that no longer applies in 2012. When VisualSVN server is setup to 
use Windows authentication with Basic authentication and Integrated Windows 
Authentication checked ... according to the event logs, JDeveloper passes 
the credentials  via NTLM, and for some reason, it looks like VisualSVN 
server does not support NTLM ...

Have anyone had any success in connected to a VisualSVN server via 
JDeveloper?
