Hello Pavel,

I am facing the same error for VisualSVN Server 2.5.7. I validated the 
access rights mentioned on the link and all seems to be in order. Still 
facing the issue.

Failed to load the AuthzVisualSVNAccessFile: Can't open file 
'F:\\Repositories\\authz-windows': Access is denied.  

(OS 5) Access is denied.  [client 10.10.113.249]
