VisualSVN Server itself does not require any special configuration adjustments to be accessible from the Internet or over LAN. You have to setup your network environment (i.e. hardware and software configuration) as for any other network service (e.g. a web or an FTP server) that you want to make accessible from the Internet or over LAN. Don't forget to update DNS records (if required) related to the machine where VisualSVN Server is installed as well. BTW, 443 port is the default for HTTPS and you don't need to specify it it the URL explicitly.
