That is possible in principle, but it is nontrivial to implement it. So, at the moment, no such facilities are there. All the messages are downloaded along with all the attachments. However, my experience is that, the downloading time is not all that bad in practice. When we browse the web, we do after all download all the 'attachments'. This would be similar.
