I've tested with the example that you've sent to me by e-mail
(שדגכ.doc), and the filename works fine here, under Linux. (Not sure
about the right-to-left writing, but probably that's another story.)

In vm-mime.el I don't see anything specific to filename coding, the
name is passed unchanged to write-region for saving, or for writing of
a temporary file.

What are the values of variables file-name-coding-system and
default-file-name-coding-system in your Emacs?

Bug description:
when reading mail using vm, given an attachment with a non-english name such as 
מקום למדפים.pdf
it does not open when I click on it with mouse-2 or press enter.  things work 
fine if I edit the message and change the file name to english.
