I was excited enough by Brian's suggestion that I skipped over this in my first response.

We are starting to get IETF participants that are on a LOT lower budget than what we expect (one of the first-time attendees asking for info about hotels in London was thinking in terms of hostels). I don't know what the right mailing list would be to ask the question on, but it might be helpful to ask on an appropriate mailing list whether there are attendees who don't have a mike-capable device with them when they attend IETF meetings in person.

It might be good to know whether "very small minority" is more like 5, or more like 50.
