Before you start issue:

CP SET EDEVICE nnnn CLEAR 

Then substitute "ATTR 2105" instead of "ATTR SCSI" which your example
shows ...

VARY ON 5702 - fails with no paths found.
Indeed a  q path to 5702 shows no chpids. Thought the assignment to F100

takes care of that.

So, what am I misunderstanding here?

I control my iocds from z/OS. This partition is set as mvs, as to why I 
disremember. Too many years. Could that be an issue? I don't think so
since 
I see the devices but...
