Yes, it is. The Performance Toolkit is an optional feature that is shipped with z/VM, but you need to license it before you can enable it. Talk to your local, friendly IBM sale person about the terms and conditions and what the license fee is. I think it's something fairly reasonable, imho, of course....;-)
