There are two places that "a" system identifier (using the nonspecific, lower case term) is identified.
1) The "SYSTEM CONFIG" files (usually on MAINT's CF1, CF2 and CF3 disks).
The "System_Identifier" record, as mentioned in another post, is based on the serial number that the VM operating system sees when it comes up. The serial number of 2nd level guests can be easily changed on the "CPU" record of their 1st level directory entry (e.g. CPU 00 CPUID nnnnnn) - don't forget to place directory the change online via the DIRECTXA command, or whichever External Security Manager (ESM) you are using. The serial number of a VM userid can also be changed on the fly with the command: CP SET CPUID nnnnnn. But I suspect a running z/VM guest CP won't see that change and update the displayed System_Identifier until the next IPL. You see this identifier in response to the CP command: QUERY USERID
It is also what displays in the lower-right hand corner of your 3270 terminal.
2) The "SYSTEM NETID S2" file (usually on the MAINT 190 disk).
This is the **network** node name, not the System_Identifier. It is used by RSCS, SENDFILE, and other network-related products and commands. You see this identifier in response to the CMD command: IDentify

SYSTEM NETID has no bearing on the system identifier. If the wrong one is
being displayed then:
1. The parm file you think is being used isn't actually being used
2. There is a [tolerated] syntax error in your parm file (run CPSYNTAX)
3. You haven't reIPLed after modifying SYSTEM CONFIG
4. There is a CPU-specific SYSTEM_IDENTIFER statement that is overriding
SYSTEM_IDENTIFIER_DEFAULT.
SYSTEM NETID defines the local NJE node ID.
