There is more than one stand-alone utility on the tape. The first ipl loads the first one, probably ICKDFS, and leaves the tape positioned for the second, which is probably DDR. Just copying the tape to disk would not work. There is a special CCW for writing an IPL program onto a disk. A normal copy routine knows nothing about it.
