Yes, this can be done.  We -that is my customer- do it all the time with 
lots of DB2 databases.  Each DB2 userid has a backup userid with the same 
set of minidisks addresses.  We have a server _BUSERVER- that uses workers 
-BU1 to BUn- to copy all minidisks over.  It verifies if the target user 
has minidisks corresponding to the source DB2 user. And indeed, later on 
the cloned DB2 is copied to tape, in our case by VMBACKUP, so our server 
is not involved in the backup to tape.
