This was indeed discussed extensively recently.  The answer is to specify 
the correct translation table on the FTP.  See the TRANSLATE option if 
using the VM FTP client.  See "site xlate" if using the VM FTP server.

Windows is code page 1252, so translation table selection is xxxx1252, 
where xxxx depends on what version of "French" you mean:  0037 = US/Canada 
(1140 w/Euro), 0297 = France (1147 w/Euro).

Essentially, xxxx must be the host code page number you have configured 
into your 3270 emulator.
