Although I haven't looked in detail at your specific problem, more than
likely it is a CRTL enhancement that caused it. At some point they made tmp
map to sys$scratch, which sometimes causes conflicts with previous ad hoc
attempts to accomplish the same thing. There was something like this in the
test suite awhile back.
