Namely it can't find perl scripts without extensions. Trying this:

Sans the extra carriage returns fails with a
Can't execute perl_root:[lib.extutils]xsubpp.
%RMS-E-FNF, file not found
%MMK-F-ERRUPD, error status %X00018292 occurred when updating target PROCESS.C
I expect you can see the problem. Kinda tough to build extensions if perl
can't even find xsubpp...
