Ah. Bet it's like for VMS--your license covers the version that was
current when you bought the license, but if you want to upgrade you need
to have purchased a license that permits it.

I still think they should put the kits online for download... (Or just
roll it into VMS as part of the whole "We're Unix! Really!" campaign,
which'd make our lives easier)
