If you go to the directory pointed to by the sys$scratch logical and do a 
directory/security on it, you will probably find that it has world write 
access.  There is a bug in the test suite (that we ought to fix one of these 
days) such that the test doesn't work right when this is true.  It hasn't 
been a high priority since it's usually not a good idea to have world write 
access, especially if sys$scratch points to your login directory.
