Thanks for working on this and sharing the results. The following
line in your patch will probably break on Tru64 Unix since I believe
the compiler there will also report that it is DECC, but the
VMS-style command qualifiers will not work. You might want to say
"if ($Config{cc} =~ /DECC/ && $^O eq 'VMS' )".
