I recently ran into the exact same thing; it turned out to be a
permission problem. When the copy of re.pm from [.ext.re] to
[.lib...] fails, it does so silently; the only clue is that you
*don't* see the copy in the messages during the build.
Reset protections in your perl tree so that you can RWED everything,
and restart the build....
