err, never mind.  I re-built and specified:

   tar /extract/verbose/date=none perl_6655.tar

It built fine (VMS V7.1,ODS-2 and V7.2-1,ODS-5).  It
fails the same three tests.  It is great to have a Pod::Find
but it looks like it needs a bit of work to do its task.
