Unfortunately, in this specific case that won't work.
It's not a complete RDB installation and wasn't meant
to be when it was installed. (* I'm not saying this because I
can read minds %-). I just happen to be the person who
installed this on his system. *)
(I happen to have the exact same installation (on older hardware)
of these particular layered components as Dilip & I would
love for what he's trying to work (If I understand his goal correctly
- if I'm wrong I have no problem with being corrected...)
but I don't think it will:

Oddly enough, if you JUST install the RDB Common Components &
SQL/Services portions of RDB [6.1 in this case](so that you can use the
DEC DB Integrator Gateway for Custom Drivers for OpenVMS AXP [3.0])
you don't seem to get that particular image, even though a logical is
defined for it when you run it's particular startup.

See note above.
It's possible that you can get this if you
do the DEV install of the RDB Common Components & SQL/Services
instead of the runtime/server installs (as were done originally
on that system) but you'd have to either try it or get someone
else to try it to be sure.
