One possible way around the problem *that might open you up to DOS
attacks and ought to be carefully considered* would be:

 $ set def sys$system
 $ mcr authorize
 UAF> modify <usename>/JTquota=0
 UAF> exit

If it is indeed a Job table quota problem.
