Thanks for the pointer. At the very least we appear to have some catching
up to do. In addition to the todo stuff, we also don't have the utf8
switch. I think t/TEST should itself be the common source and we should
probably patch it to work on VMS and then run it from test.com. This
doesn't look impossible at first blush, though I don't know why there was a
diverging version included in test.com in the first place.
