It does not look like a bug to me since it is trying to find the FQDN at
the point in question:

So it ought to drop through to the values that your system has (does it
not do so?).
I note on a VAX running VMS V5.5-2 and UCX 2.0 the logical name
UCX$INET_HOST and UCX$INET_DOMAIN but I do not see UCX$INET_HOST_NAME.
Nevertheless configure.com sets myhostname to the FQDN on that machine.
Clearly something like TCPIP$* would be more recent than UCX 4.x. We
should probably add some checks for them. I note that on UCX 5.0A I
have all of UCX$INET_HOST, UCX$INET_DOMAIN, TCPIP$INET_HOST, and
TCPIP$INET_DOMAIN. We might want to ponder the implications of a patch
such as:

BTW all of those older logicals: ARPANET_HOST_NAME INTERNET_HOST_NAME
MULTINET_HOST_NAME TCPWARE_DOMAINNAME, etc. are a conglomeration of
various VMS build configuation scripts from all over the net as well as
Charles Bailey's docs for the NNTP server.
