It probably wasn't necessary but it avoids separate definitions of
$root_dir for core and CPAN.

6.00 passes all tests with bleadperl on OpenVMS Alpha 7.1 (an
8-directory-level-challenged version).  With Perl 5.6.1 there are
some remaining failures but as I understand it that won't change
without upgrading some other modules.
