The patch looks a little odd because the original "unless" clause was
preserved in the $Is_VMS case, but there is an identical clause in
the non-VMS case. Or, in other words, $self->{PMLIBDIRS} is only set
if not already set, and that is true on all platforms both before and
after my patch.
