Thanks for pursuing this. I'm afraid I have little expertise to offer here, though I do note pack.t does a number of things that should only be tried when not on VAX and when IEEE floating point has been selected. The changes that are causing you trouble were introduced here: <http://public.activestate.com/cgi-bin/perlbrowse?patch=18010&action=patch> The weird thing though is that no one else on OpenVMS Alpha is seeing this failure.
