I can report a successful build on 2 different Alpha systems
older system:

I applied the patch to configpm, ran '@configure "-des"' then 'MMK' and
'MMK test'
All tests are successful on the 2 systems.
The time zone is MET with DST on, SYS$TIMEZONE_DIFFERENTIAL is 7200.
Th C compilers used are a bit old, but they got the job done.
I guess DEC C V5.6 is the minimum version to build Perl 5.8. Some
months ago, I attempted to build 5.8.0 on a system whith DEC C V5.2
but the build failed to complete (include files missing, compiler
warnings...).
