While I do agree with Craig on the general (lack of) integration of 
engeneerings efforts with the general Open Source community I think 
I have a clue where this particular "somebody has to sign it" syndrom
comes from. Back in the mists of time there has been an incident where 
Digital distributed C-Kermit without permission and there was a 
controversy between Digital and the development team about this. Obviously
the idea is that if somebody else signs the form then that is somebody 
elses problem (TM Douglas Adams). If this approach would really pass muster
as due dilligence in a legal fight I am not really sure about.

Apart from this it seems the I should give 5.8.1 another go and try to 
include DBI. I will check on the Chart module, but am not sure if I am 
able to make it. I shall be back with progress reports...
