I imagine allowing a Perl "main" module and all its sub-modules to be buildable into an image that can be run with the run command.
This would be a boon for programs that are run frequently and yet are large in size and take a few seconds or more to compile. Perl does have this capability: http://www.perldoc.com/perl5.8.4/pod/perlcompile.html but key parts of the puzzle don't work on VMS and people who know a lot more than I do found it difficult to change that.
