My last post was misleading.  You can upload whatever you want,
including a subset of CPAN.  But I don't know if anyone has ever tried
Mini::CPAN the module on VMS, and last I heard, CPAN.pm itself doesn't
work on VMS.  With CPANPLUS now passing tests, there's hope, but that
will require 5.10.  I think once 5.10 is out and the dust settles, I
should set up an installation on the testdrive and give people a
pointer to it.
