Note for the VMS todo lists:
VMS needs the process ID to be in hexadecimal in order to be easily
used by someone doing debugging.
While it's true that native utilities generally use the pid in hex,
Perl doesn't. For example the C<$$> special variable displays in
decimal on VMS and always has as far as I know. I really don't see
any reason for special case code here, and it might even be more
confusing to have it different from the way Perl does things
elsewhere.
Most programs on VMS use the PID as a longword, it is only on input from
the user and output to a log file or screen output that it would be
rendered in HEX.
In this case it is a log file, where the person needing a PID will
likely be wanting to use it as a HEX value to another utility, or such.
