A good module ought to get some attention every 11 years whether it
needs it or not, so I've made a few tweaks and released a new version

- Changed C<#ifdef __ALPHA> to C<#ifndef __VAX> so we can run on
OpenVMS I64.
- Considered SS$_NOT_LOADED a success status in
get_all_sys_info_items. An item that depends on an underlying
component that is not available will be empty but the other items are
fine.
- Made AllPurposeHV mortal to minimize memory leaks.
- Modernized a few global variables (e.g., sv_yes -> PL_sv_yes).
