HP does have an Apache 2.1, now somewhat old but a whole lot newer than 1.3.  
In fact, I didn't know 1.3 would even work on VMS v8.3.

Good advice.  Well, good considering the age of the things HP provides.  One of 
these days I need to look into building an up-to-date mod_perl, but I've just 
never gotten around to it.

That should work.  Do you remember what particular problems you had?  Was one 
Perl built with VMS debugger support and one not?  Was PERLSHR.EXE for one of 
them INSTALL'ed?
