Have you tested with the US keyboard? If you add new keyboard definitions to windows, don't make them the new default. I bet all ascii characters work as you expect. In some apps I find myself frequently switching (left alt & left shift) between 2 definitions for examle for a regexp to find my name at the beginning of a line: ^Corn�.

Alternate tip (also works on real typewriters!) a dead-key with a space is the dead-key alive! Try <^><space>...
