If your a programmer, use SetServiceObjectSecurity to modify the security
subkey of the service.  If your not, I know Remote Task Manager from
NTUtility.com
has the ability to set the permissions of a service.  There are probably
other
apps out there that do this, but this was the only one I could think of off
the top
of my head.

I was wondering if there is a way to stop common users from shutting down
