It's most likely an extention in Xvnc. It's handled between Xvnc and the vncviewer. If you try to connect with this scaling and it does not work, most likely the Xvnc does not support it. Origionally this scaling is added to reduce the bandwith between server and viewer (I think). For palm and other small-screen machines, I should say that the viewer should be able to scale even without support from the server, just to get an overview of the screen. Try `Xvnc --help` and it shows a brief description of it's options.
