I have and NT Network and used this process to install VNC on all the PC in my network. I installed VNC on a PC and set the setting the way I want them. Next I copied the ORL folder from this PC to a network share the everyone can access at login. I created a REG file to install the registry settings. I then added a script file to the login script that copies the ORL folder from the public share to the PC and runs the REG file to add the registry setting. In the same script I run the service installation of VNC and then reboot the PC with a executable from the NT resource kit. It has worked great for me.
