You are confused on your router.  The "trigger ports" are used for programs
that send data out from your private network to the Internet first.  You
want the "Special AP" section of the config (that is what it is called on my
7004WBR).  It allows you to map ports to a static IP on your network.

If you are using the Java viewer, you also need two ports setup, 5800 for
the HTTP server for the Java applet and 5900 for VNCServer itself to talk
RFB.
