Well in my case, I discovered the problem was user idiocy (specifically me). I didn't realize there were 2 places in VNC that you can set the password--the default settings and the user settings. I had not reset it in the default settings, because I didn't know there was such a place. Once I reset it there, it works fine when no one is logged on.

I also tried TightVNC and the same thing happens with it.
