If it makes you feel better I have exactly 1 WinNT server, out of 5 or so,
that is doing something similar.  I believe I at one time had TridiaVNC
installed which caused this to happen, but I don't see anything in the
registry about "RemoveWallpaper".  I'm going to try un-installing the
service, remove VNC all the files and registry entries and try again.  Have
you tired that?
